Laura,

The ISO documents regarding environmental control are quite specific on when
to conduct your post construction testing.  They would be: 1) as built, 2)
operational/unmanned, and 3) operational/manned.  As far as disinfectant or
sanitizer validation, that should be done prior to using any solution in the
controlled environment to demonstrate efficacy.  In terms of validating the
process of sanitizing/disinfecting, that can be achieved by performing an
environmental sampling pre and post cleaning and comparing the data.  This
should done several times to demonstrate repeatability.
